Communications / Marketing Awards
The City of Richardson received two awards for its communications and marketing efforts from the Texas Association of Information Officers (TAMIO). The awards recognize outstanding communication by Texas communities in a variety of categories including website, social media, video production and publications. |
"Triple A" Status Credit Rating For the 15th year in a row, both the Moody’s and Standard and Poor’s credit rating agencies have reaffirmed Richardson’s “Triple A” status, the highest possible rating available for credit worthiness. Richardson has held AAA status from Standard and Poor’s for 17 years now, and this is the 15th year in a row the City has received an Aaa rating from Moody’s. |
Class 1 ISO Rating The Richardson Fire Department received an ISO 1 rating for the third time. The Insurance Services Office (ISO) is a leading supplier of statistical, underwriting and actuarial information for the property/casualty insurance industry. The ISO rating is used to measure the quality and effectiveness of fire protection in a community. Additionally, it allows residential and commercial property owners the opportunity to obtain the best possible insurance rates. |
Achievement of Library Excellence Award The Richardson Public Library received the 2023 Achievement of Library Excellence Award from the Texas Municipal Library Directors Association. The annual award recognizes libraries that exhibit excellence by:

National Night Out – Second Place Category 2 The City of Richardson received Second Place in the nation for its 2023 National Night Out celebration. Richardson received the award in Category 2, which is for cities with populations of 100,000-300,000. The award is given based on citizen participation, law enforcement involvement and event organization and quality. |
“Best In Texas” Kaliff Marketing Awards The City of Richardson won 29 “Best In Texas” Kaliff Marketing Awards for the Cottonwood Art Festival and Wildflower! Arts & Music Festival at the Texas Festivals & Events Association (TFEA) Conference. The annual TFEA/Kaliff Marketing Awards program recognizes and encourages excellence in promotional campaigns—this year, more than 530 entries were submitted for 60 categories.
Cottonwood Art Festival received the TFEA Award of Excellence in Festival and Event Promotion within the budget of $250,001-$750,000 for the following: Gold – 1st Place

Lillie, FAICP Planning Excellence Recognition Program The Texas Chapter of the American Planning Association continues it’s program of recognizing planning excellence in municipalities throughout the State. Evaluation criteria include the level of training of Planning Commissioners and professional staff, professional qualifications of the planning staff, breadth and currency of master plan components and completion of other planning related projects. 2023 Excellence in Economic Development Bronze Award The City of Richardson received a 2023 Excellence in Economic Development Bronze Award from the International Economic Development Council (IEDC). The award was bestowed specifically for the city’s work in the Partnerships with Educational Institutions category that impacted 25,000-200,000 residents, for the IQ® Headquarters (IQHQ), a collaboration between the City of Richardson and the University of Texas at Dallas (UT Dallas). Every year IEDC looks specifically for economic development organizations, government entities, initiatives, and programs that have demonstrated consistent, exemplary performance in the economic development profession, leading the execution of projects that have a significant impact on revitalizing communities, and playing a major role in shaping and improving the practice of economic development. The Richardson Innovation Quarter, also known simply as Richardson IQ® or The IQ®, is a 1,200-acre urban hub with a rich heritage of innovation and entrepreneurship. As Texas’ premier tech hub, The IQ® is the City of Richardson’s living laboratory for big ideas and groundbreaking technology. The IQ® has historical significance as a home to Richardson’s leading technology and telecommunications firms making up the heart of the larger Telecom Corridor® area. 2023 Savvy Awards Richardson took top honors (among cities with populations within the 100,000-150,000 range) in the Promotional Video category for the Richardson Police Department hiring/recruitment video and won 2nd Place in the Branding/New Logo category for the “Richardson’s 150th” logo. 2023 Annual Achievement of Excellence in Procurement Richardson has been awarded the 2023 Annual Achievement of Excellence in Procurement (AEP) from the National Procurement Institute, Inc. This is the 26th consecutive year that Richardson has received the award. The AEP Award is earned by agencies that demonstrate a commitment to procurement excellence. This annual program recognizes procurement organizations that embrace Innovation, Professionalism, Productivity, Leadership and e-Procurement. The AEP program encourages the development of excellence as well as continued organizational improvement to earn the award annually. For 2023, there were 194 successful applicants including 67 cities, 44 counties, 25 special districts, 25 school districts, 17 higher education agencies, five state or provincial agencies and 10 others. |

Celebrating Leadership in Development Excellence (CLIDE) Award Richardson's Active Transportation Plan was the recipient of the Public Planning and Policy Award through the Celebrating Leadership in Development Excellence (CLIDE) Awards, which are presented every two years. The Active Transportation Plan is a citywide effort to connect all active transportation elements—pedestrian, bicycle, transit, and “micro-mobility” (e-scooters and bikeshare) — to leverage existing infrastructure, capitalize on future transportation projects, and create a network that is more accessible and usable by all ages and abilities in Richardson. Community input helped create a vision and set of guiding principles for how Richardson will ensure that the walking, bicycling and rolling needs of the community will be accommodated. |

33rd Annual Texas State Hostage Negotiation Competition – First Place The Richardson Police Department's Hostage/Crisis Negotiation Team won first place in the 33rd Annual Texas State Hostage Negotiation Competition, hosted by Texas State University in San Marcos. Teams from across the country participated in the three-day event, which includes scenarios that can last as long nine hours. The team is trained in dealing with hostage and barricaded persons situations, dealing with suicidal persons, and other crisis related events. Join us in congratulating them on an outstanding performance. |

1st place – Public Affairs “2018 State of the City Address” Texas Association of Telecommunications Officers and Advisors November 2018 The opening video to the 2018 State of the City Address features appearances from each of the seven members of the Richardson City Council in addition to video footage showcasing the best of Richardson. |
Honorable Mention – Documentary “Richardson’s Inclusive Playground” Texas Association of Telecommunications Officers and Advisors November 2018 This video was created in support of the fundraising efforts for the Inclusive Playground at Cottonwood Park. It featured interviews with numerous people, including residents who will benefit from the park. |
Honorable Mention – Public Education “Phil-up the Blue Bag” Texas Association of Telecommunications Officers and Advisors November 2018 Increasing the percentage of Richardson residents who recycle is a focus for the City Council. The video was created to promote the City’s new recycling mascot, Phil-up the Blue Bag. |
Honorable Mention – Public Service Announcement “Think Big” Texas Association of Telecommunications Officers and Advisors November 2018 In an effort to make the City’s Brush and Bulky Item Collection service more efficient, a campaign was launched to encourage residents to “Think Big” when requesting BABIC. This short, animated video explained why “thinking big” was important. |
Honorable Mention – Partnership Production “Defend Your Drains” Texas Association of Telecommunications Officers and Advisors November 2018 This animated video was created by the City of Richardson’s Citizen’s Information Television Division at the request of the North Texas Municipal Water District. It highlights ways to ensure that stormwater and sewer drains do not become clogged. |

Certificate of Achievement for Planning Excellence American Planning Association—Texas Chapter October 2018 Development Services received the Certificate of Achievement for Planning Excellence from the Texas Chapter of the American Planning Association. The award “recognizes a commitment to professional planning by City Administration, Elected and Appointed Officials, and exemplary professional standards demonstrated by the Planning Staff.” Development Services was also recognized for increasing awareness of professional planning, enhancing neighborhood and citizen recognition of planning efforts, encouraging the funding of professional training for staff, and aiding in economic development and community image. The department has received this award annually since 2006. |

The award was presented by the City-County Communications and Marketing Association, a national organization. |

Law Enforcement Agency Best Practices Recognition Program Texas Police Chiefs Association Foundation June 2018 The Richardson Police Department has earned “Recognized” status in the Texas Police Chiefs Association Foundation’s Best Practices Program. The voluntary program was developed by Texas law enforcement professionals to assist agencies in the efficient and effective delivery of service, the reduction of risk, and the protection of individual’s rights. Richardson PD was first awarded “Recognized” status in 2009 for compliance with 166 Texas Law Enforcement Best Practice standards. In order to maintain “Recognized” status the Department must go through the re-recognition process every four years. |

1st place – Student/Intern Production “Lifeguard Recruitment: Becoming a Lifeguard” Texas Association of Telecommunications Officers and Advisors November 2017 When the Parks and Recreation Department was having issues filling summer lifeguard jobs, the Citizen’s Information Television Division partnered with the video production class at Richardson High School to create two videos to help promote being a lifeguard as a summer job. The videos won both first and second place in the Student/Intern Production category. |

Scenic City Certification Program of Scenic Texas October 2017 The City of Richardson has been re-certified as a Platinum Scenic City by the Scenic City Certification Program of Scenic Texas—the highest level certification offered. Richardson previously received the Platinum Certification in 2014. Richardson is one of only 12 Texas cities to earn the Platinum designation for demonstrating a commitment to incorporating enhanced development standards. The Scenic City Certification Program is a project of Scenic Texas and its program partners, and is the first in the U.S. to incorporate a comprehensive set of model standards for design and development of public roadways and public spaces into one program. In granting the City of Richardson its Platinum Certification, Scenic Texas gave Richardson maximum points for the planting and upkeep of trees along roadways and in medians, for lighting standards for streetscapes and public spaces, and for being a billboard-less city. Digital Cities Survey Award The Center for Digital Government November 2016 The annual survey recognizes leading examples of cities using technology to improve services and boost efficiencies. The survey focuses on 10 initiatives across four categories: citizen engagement, policy, operations, and technology and data. Responses were reviewed and judged based on a set of criteria and how well the cities implemented these services across the city. |

City Council of the Year Texas City Management Association (TCMA) July 2016 The award, which honors "outstanding city councils that have made signification contributions to local government in Texas," was announced at TCMA's annual conference in June. Neighborhood Impact Deal of the Year Award Dallas Business Journal April 2016 The January 2015 land acquisition by the City involved the 58 acres of historical, hardwood forest located adjacent to the existing Spring Creek Nature Area. The purchase more than doubled the size of the nature area, which is located south of the emerging CityLine mixed-use development. |

This honor recognizes Bush Central Barkway for its overall outstanding design elements and functionality, and for the collective cooperation and coordination among the City of Richardson, The Texas Department of Transportation (TxDOT) and Oncor Electric to complete the development of the park. |
Achievement of Library Excellence Award Texas Municipal Library Directors Association January 2016 Since 1966, the Texas Municipal Library Directors Association has worked to promote the public library profession, to improve the methods of providing library service, and to maintain high standards of professional ethics. In 2015, only 41 public libraries of the 556 who applied earned the Achievement of Library Excellence Award. This year marks the 11th year the Richardson Public Library has won this award. |

Award winners exemplify best practices in urban design by employing innovative strategies to improve the quality of place and quality of life in the community. TRAPS Award North Region of the Texas Recreation and Park Society November 2015 The Parks and Recreation Department won a Park Design Excellence Award from the North Region of the Texas Recreation and Park Society (TRAPS), for Bush Central Barkway, the city’s dog park. The award recognizes a park development project each year that displays a high degree of professional design quality and recreation usage. |

Digital Cities Award – Top 10 Cities in America Center for Digital Government October 2015 The Center for Digital Government (CDG) is a national research and advisory institute focused on information technology polices and best practices in state and local government. Each year, the CDG conducts the Digital Cities Survey which examines U.S. cities using innovative technologies to increase transparency, engagement and cybersecurity to their customers and citizens. In 2015, the City of Richardson was awarded third place over 300 government agencies and was the only Texas City to rank in the top 10 in the 75,000-124,999 category. |
Bronze Award – DFW Clean Cities Fleet Recognition Awards North Central Texas Council of Governments August 2015 Richardson received Bronze certification in the North Central Texas Council of Government’s inaugural DFW Clean Cities Fleet Recognition Awards. Certificate of Achievement for Excellence in Financial Reporting Government Finance Officers Association of the United States and Canada (GFOA) July 2015 Awarded for Excellence in Financial Reporting to the City for its Comprehensive Annual Financial Report for the fiscal year ended September 30, 2014. This was the thirty seventh year that the City has received this prestigious award. In order to be awarded a Certificate of Achievement, a municipality must publish an easily readable and efficiently organized Comprehensive Annual Financial Report. This report satisfied both generally accepted accounting principles and applicable legal requirements. |
Achievement of Excellence in Procurement Award National Procurement Institute July 2015 Recognizes organizational excellence in procurement by measuring innovation, professionalism, e-procurement, productivity, and leadership attributes of the procurement function. The Richardson Purchasing Department has received this award for the past 18 years and is one of only 44 agencies in Texas and one of only 65 cities in the United States and Canada to receive the award. |
Bicycle Friendly Community - Bronze The League of American Bicyclists June 2015 A Bicycle Friendly Community welcomes bicyclists by providing safe accommodations for bicycling and encouraging people to bike for transportation and recreation. Making bicycling safe and convenient are keys to improving public health, reducing traffic congestion, improving air quality and improving quality of life. In 2015, the City of Richardson earned the Bronze level of Bicycle Friendly Community, one of only seven communities in the state of Texas and the first in North Texas. |
Celebrating Leadership in Development Excellence Award - Special Development Center for Development Excellence June 2015 Since 2003, the Center of Development Excellence has invited local developers, builders, designers, cities, counties, special districts, media organizations/individuals and others based in the 16-county North Central Texas region to submit applications for the biennial CLIDE Awards Program. During each cycle, a distinguished panel of experts reviews all eligible applications and selects those that meet the highest standards as CLIDE Award recipients. In 2015, the City of Richardson received recognition for the Spring Creek Nature Area Expansion in the Special Development category. |
CLIDE Award North Central Texas Council of Government June 2015 The City of Richardson earned the 2015 Celebrating Leadership in Development Excellence (CLIDE) Award from the North Central Texas Council of Governments (NCTCOG) for its innovative and forward-thinking Spring Creek Nature Area expansion acquisition. The acquisition, completed in early 2015, was recognized in the awards program’s Special Development category, which acknowledges projects that exemplify one or two of the key principles of development excellence, and which are outstanding in their promotion of selected principles. |
Distinguished Budget Presentation Award for FY15 Government Finance Officers Association (GFOA) May 2015 The GFOA established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOAs best practices on budgeting and then to recognize individual governments that succeed in achieving that goal. This year marks the 17th such award for the City's budget. |

Recreation Facility Design Excellence Texas Recreation and Park Society March 2015 Heights Recreation, Family Aquatics, & Gymnastics Centers were recognized at the state level of TRAPS for representing the creation of the City's first recreation center & pool. The award recognizes design elements, functionality, and offering recreation solutions to meet the needs of the community. |
"Triple A" Status Credit Rating Moody’s and Standard and Poor’s March 2015 For the sixth year in a row, both the Moody’s and Standard and Poor’s credit rating agencies have reaffirmed Richardson’s “Triple A” status, the highest possible rating available for credit worthiness. Richardson has held AAA status from Standard and Poor’s for eight years now, and this is the sixth year in a row the City has received an Aaa rating from Moody’s. |

Certificate of Achievement for Planning Excellence American Planning Association—Texas Chapter October 2014 Development Services received the Certificate of Achievement for Planning Excellence from the Texas Chapter of the American Planning Association. The award “recognizes a commitment to professional planning by City Administration, Elected and Appointed Officials, and exemplary professional standards demonstrated by the Planning Staff.” Development Services was also recognized for increasing awareness of professional planning, enhancing neighborhood and citizen recognition of planning efforts, encouraging the funding of professional training for staff, and aiding in economic development and community image. The department has received this award annually since 2006. |
Platinum Scenic City Certification Scenic Texas September 2014 The City of Richardson earned a Platinum Scenic City Certification from Scenic Texas - the highest level certification offered. When the certification was received, Richardson was one of eight Texas cities to earn the Platinum designation for demonstrating a commitment to incorporating enhanced development standards. The scoring was based on 70 possible criteria including percentage of park and open space, strong litter enforcement laws, street lighting standards, parking lot landscaping and utility line management. |
Silver Circle Award – TV and Video One-Time Special Programming – “State of the City” 3CMA (City-County Communications & Marketing Association) September 2014 The City’s State of the City Address, which is broadcast live on both the City’s cable channel and on the internet, was presented the Silver Circle Award by 3CMA, a national organization for government communications and marketing. The annual event features not only a live address by the mayor, but also packaged video pieces created by Citizens Information Television. |

The Insurance Services Office (ISO) is a leading supplier of statistical, underwriting and actuarial information for the property/casualty insurance industry. The ISO rating is used to measure the quality and effectiveness of fire protection in a community. Additionally, it allows residential and commercial property owners the opportunity to obtain the best possible insurance rates. |
