Mission: Lifeline EMS Gold Award

The award recognizes the Fire Department’s success and commitment in implementing specific quality improvement measures for the treatment and transporting of patients who suffer a severe heart attack known as a STEMI (ST Elevation Myocardial Infarction). This marks the eighth year in a row the department has earned gold-level recognition and is the ninth year for the Richardson Fire Department to receive AHA recognition.

The City of Richardson received two awards for its communications and marketing efforts from the Texas Association of Information Officers (TAMIO). The awards recognize outstanding communication by Texas communities in a variety of categories including website, social media, video production and publications.

"Triple A" Status Credit Rating

April 2024

For the 15th year in a row, both the Moody’s and Standard and Poor’s credit rating agencies have reaffirmed Richardson’s “Triple A” status, the highest possible rating available for credit worthiness. Richardson has held AAA status from Standard and Poor’s for 17 years now, and this is the 15th year in a row the City has received an Aaa rating from Moody’s.

The Richardson Fire Department received an ISO 1 rating for the third time. The Insurance Services Office (ISO) is a leading supplier of statistical, underwriting and actuarial information for the property/casualty insurance industry. The ISO rating is used to measure the quality and effectiveness of fire protection in a community. Additionally, it allows residential and commercial property owners the opportunity to obtain the best possible insurance rates.

The Richardson Public Library received the 2023 Achievement of Library Excellence Award from the Texas Municipal Library Directors Association. The annual award recognizes libraries that exhibit excellence by:

  • Services to underserved populations either through outreach, special programs, collaborations with other libraries or organizations, special classes, special collections, etc.
  • Innovative and effective marketing materials highlighting basic services and publicity about specific programs the library offers
  • Collaborative efforts with community organizations
  • Enhanced service to the public during the past year either through increase in service or a change in type of services
  • Literacy support for all ages (including summer reading programs)
  • Support for digital inclusion through public internet access, digital literacy training, and online library services
  • Support for workforce development
  • Cultural, topical, and educational programming for adults and families
  • Professional staff training to include training opportunities for staff at all levels
  • Any other initiatives that speak to library excellence

Of the 545 public libraries in Texas, only 84 received this award for 2023. This is the 19th consecutive year the Library has received the award.

The City of Richardson received Second Place in the nation for its 2023 National Night Out celebration. Richardson received the award in Category 2, which is for cities with populations of 100,000-300,000. The award is given based on citizen participation, law enforcement involvement and event organization and quality.

The City of Richardson won 29 “Best In Texas” Kaliff Marketing Awards for the Cottonwood Art Festival and Wildflower! Arts & Music Festival at the Texas Festivals & Events Association (TFEA) Conference. The annual TFEA/Kaliff Marketing Awards program recognizes and encourages excellence in promotional campaigns—this year, more than 530 entries were submitted for 60 categories.

The Texas Chapter of the American Planning Association continues it’s program of recognizing planning excellence in municipalities throughout the State. Evaluation criteria include the level of training of Planning Commissioners and professional staff, professional qualifications of the planning staff, breadth and currency of master plan components and completion of other planning related projects. The goals of the program include: 

  • Increasing community awareness of the importance of planning,
  • Recognizing planning departments which meet certain professional requirements,
  • Recognizing planning efforts that have achieved community support,
  • Encouraging the funding of professional training for Planning Commissioners and staff, and
  • Aiding economic development and community image.

2023 Excellence in Economic Development Bronze Award

The City of Richardson received a 2023 Excellence in Economic Development Bronze Award from the International Economic Development Council (IEDC). The award was bestowed specifically for the city’s work in the Partnerships with Educational Institutions category that impacted 25,000-200,000 residents, for the IQ® Headquarters (IQHQ), a collaboration between the City of Richardson and the University of Texas at Dallas (UT Dallas).

Every year IEDC looks specifically for economic development organizations, government entities, initiatives, and programs that have demonstrated consistent, exemplary performance in the economic development profession, leading the execution of projects that have a significant impact on revitalizing communities, and playing a major role in shaping and improving the practice of economic development.

The Richardson Innovation Quarter, also known simply as Richardson IQ® or The IQ®, is a 1,200-acre urban hub with a rich heritage of innovation and entrepreneurship. As Texas’ premier tech hub, The IQ® is the City of Richardson’s living laboratory for big ideas and groundbreaking technology. The IQ® has historical significance as a home to Richardson’s leading technology and telecommunications firms making up the heart of the larger Telecom Corridor® area. Today it is home to Argo Data, Digital Realty, Ericsson, Honeywell, id Software, Raytheon, Siemens, and a multitude of smaller nano and other technology operations.

Richardson took top honors (among cities with populations within the 100,000-150,000 range) in the Promotional Video category for the Richardson Police Department hiring/recruitment video and won 2nd Place in the Branding/New Logo category for the “Richardson’s 150th” logo. Each item was created entirely in-house using City staff/resources; judging was conducted by communications professionals from other cities.

2023 Annual Achievement of Excellence in Procurement

Richardson has been awarded the 2023 Annual Achievement of Excellence in Procurement (AEP) from the National Procurement Institute, Inc. This is the 26th consecutive year that Richardson has received the award.   

The AEP Award is earned by agencies that demonstrate a commitment to procurement excellence. This annual program recognizes procurement organizations that embrace Innovation, Professionalism, Productivity, Leadership and e-Procurement. The AEP program encourages the development of excellence as well as continued organizational improvement to earn the award annually. 

For 2023, there were 194 successful applicants including 67 cities, 44 counties, 25 special districts, 25 school districts, 17 higher education agencies, five state or provincial agencies and 10 others.

Richardson's Active Transportation Plan was the recipient of the Public Planning and Policy Award through the Celebrating Leadership in Development Excellence (CLIDE) Awards, which are presented every two years.

The Active Transportation Plan is a citywide effort to connect all active transportation elements—pedestrian, bicycle, transit, and “micro-mobility” (e-scooters and bikeshare) — to leverage existing infrastructure, capitalize on future transportation projects, and create a network that is more accessible and usable by all ages and abilities in Richardson. Community input helped create a vision and set of guiding principles for how Richardson will ensure that the walking, bicycling and rolling needs of the community will be accommodated.

Of the 542 public libraries in Texas, only 73 received this award for 2022. This is the 18th consecutive year the Library has received the award.

33rd Annual Texas State Hostage Negotiation Competition – First Place

The Richardson Police Department's Hostage/Crisis Negotiation Team won first place in the 33rd Annual Texas State Hostage Negotiation Competition, hosted by Texas State University in San Marcos. Teams from across the country participated in the three-day event, which includes scenarios that can last as long nine hours. The team is trained in dealing with hostage and barricaded persons situations, dealing with suicidal persons, and other crisis related events. Join us in congratulating them on an outstanding performance.

Law Enforcement Agency Best Practices Recognition Program

The Richardson Police Department has received the Law Enforcement Best Practices Accreditation certificate from Texas Police Chiefs Association. Richardson PD has been an accredited agency since 2009 and must recertify every four years. The Law Enforcement Accreditation Program is a voluntary process where police agencies in Texas prove their compliance with 170 Texas Law Enforcement Best Practices. These Best Practices were carefully developed by Texas Law Enforcement professionals to assist agencies in the efficient and effective delivery of service, the reduction of risk and the protection of individual’s rights.

Texas Urban Design Gold Award
Texas Chapter of the American Planning Association

The City of Richardson has received the Texas Urban Design Gold Award for planning efforts related to the future Arapaho Center Station Transit-Oriented Development. In 2020, the City worked with DART and consultant AECOM to create redevelopment scenarios for the Arapaho Center Station and DART facilities that included new retail and entertainment amenities, office space, and residential uses. The plan also included essential urban design elements such as open space, trails, and a walkable street network. This planning effort builds on the 2018 vision for the Richardson IQ®, which identified the Arapaho Center Station as the front door to the innovation district.

The City's Information Technology Department received a Government Experience Award from The Center for Digital Government for a project called the "Solid Waste Collection Management - A GIS-Based Approach." The Government Experience Awards recognize the achievements and best practices of states, cities and counties that are radically improving the experience of government and pushing the boundaries of how citizen services are delivered. Additionally, the City was named a finalist for the Overall City Government Experience Award.

Celebrating Leadership in Development Excellence (CLIDE) Award

The City of Richardson's Collins/Arapaho Transit-Oriented Development & Innovation District Form Based Code was the recipient of a Celebrating Leadership in Development Excellence (CLIDE) Award. The code, which was adopted unanimously by Richardson City Council in December 2019, was developed over a 12-month period with property owner and stakeholder engagement, including input from the district’s award-winning Block Party. In 2020, the Collins/Arapaho area was rebranded as the Richardson Innovation Quarter, the 1,200-acre urban hub focused on innovation and entrepreneurship. 

The project was identified as one that greatly exemplifies the 12 Principles of Development Excellence, and one the jurors felt provided an example of Development Excellence in the North Central Texas region. The City was awarded a CLIDE Award in 2019 for the Collins/Arapaho study that led to the form based code.

Pinnacle Award of Excellence
National Stone Institute
March 2021

Richardson-based stone and masonry company Dee Brown, Inc., and Minnesota-based Coldspring, a quarrier and fabricator of granite and natural stone, have been awarded an international 2020 Pinnacle Award of Excellence for their work with the City in creating the entry portals at Richardson’s Spring Creek Nature Area. The Pinnacle Awards is a worldwide competition held by the Natural Stone Institute, which is comprised of companies representing more than 50 countries.

The leaf-themed portals, comprised of benches, sculptures and pass-through entryways made of Kenoran Sage granite, sit at the two northern corners of the 100-acre park and provide visible gathering spaces/welcome areas as well as connect the SCNA Perimeter Trail with the park’s inner trail system. Their creation in 2019 was one of the first major initiatives to come from the Spring Creek Nature Area Master Plan approved by the City Council in 2015.

December 2020

Richardson’s new Police Headquarters has won a silver award in of the inaugural LET magazine and Officer.com Law Enforcement Design Awards program. The facility placed second nationwide in the category for Law Enforcement facilities over 50,000 square feet. Designed by Dallas-based BRW Architects, the station received recognition for excellence and innovation in law enforcement design. The 80,000-square-foot facility is part of the 11-acre Public Safety Campus that includes 911 Dispatch and a new Fire Station among other municipal facilities.

Richardson ranked 10th nationwide among cities with a population of 75,000-124,999. Now in its 20th year, the annual survey recognizes cities using technology to tackle response to the pandemic while continuing strategic initiatives to enhance services.

Career 1 Gold Award

Richardson’s Fire Station 1 won the Gold award in the category of Career 1 Fire Station (stations 15,000 square feet and larger). The station, which is combined with the Fire Administration Building and is part of Richardson’s new Public Safety Campus, was designed by BRW Architects, Inc. of Dallas and features public art as well as 31,000 square feet of space for existing and future staff, and numerous operational enhancements.

Richardson received a silver award from the International Economic Development Council (IEDC) as part of its 2020 Excellence in Economic Development Awards Program. The City was recognized in the Special Event category for the Richardson Innovation Quarter (IQ) Block Party held in June 2019. The Block Party transformed a City-owned vacant industrial site within the IQ with food trucks, live music, games, giveaways and a “pop-up park” demonstration, featuring pedestrian bridges over nearby Duck Creek.

The City of Richardson received an Unbuilt Dream/Study Award from the Greater Dallas Planning Council for the Collins/Arapaho Transit-Oriented Development (TOD) and Innovation District Vision Study. The Greater Dallas Planning Council’s annual Urban Design Awards recognize projects and individuals for excellence and leadership in urban design and urban planning in the Dallas region. The Unbuilt Dream/Study Award recognizes a plan or study that exemplifies best practices in urban design and employs innovative strategies to improve the quality of place and life in the community.

The award “recognizes a commitment to professional planning by City Administration, Elected and Appointed Officials, and exemplary professional standards demonstrated by the Planning Staff.” Development Services was also recognized for increasing awareness of professional planning, enhancing neighborhood and citizen recognition of planning efforts, encouraging the funding of professional training for staff, and aiding in economic development and community image. The department has received this award annually since 2006.

The City received a 2019 CLIDE Award for its innovative visioning effort known as the Collins/Arapaho Transit-Oriented Development and Innovation District Study (Vision Study). The Vision Study earned recognition in the prestigious award program’s Public Policy and Planning category. Created in 2003, the biennial CLIDE Awards program encourages innovative development projects and practices that help accommodate expected population growth and ensure a sustainable North Texas for generations to come. With this year’s honor, Richardson has now been recognized with nine CLIDE Awards over the program’s history.

For the 10th year in a row, both the Moody’s and Standard and Poor’s credit rating agencies have reaffirmed Richardson’s “Triple A” status, the highest possible rating available for credit worthiness. Richardson has held AAA status from Standard and Poor’s for 12 years now, and this is the 10th year in a row the City has received an Aaa rating from Moody’s.

Law Enforcement Agency Best Practices Recognition Program

The Richardson Police Department has earned “Recognized” status in the Texas Police Chiefs Association Foundation’s Best Practices Program. The voluntary program was developed by Texas law enforcement professionals to assist agencies in the efficient and effective delivery of service, the reduction of risk, and the protection of individual’s rights. Richardson PD was first awarded “Recognized” status in 2009 for compliance with 166 Texas Law Enforcement Best Practice standards. In order to maintain “Recognized” status the Department must go through the re-recognition process every four years.

The Richardson Fire Department again received an ISO 1 rating. The Insurance Services Office (ISO) is a leading supplier of statistical, underwriting and actuarial information for the property/casualty insurance industry. The ISO rating is used to measure the quality and effectiveness of fire protection in a community. Additionally, it allows residential and commercial property owners the opportunity to obtain the best possible insurance rates.

Scenic City Certification Program of Scenic Texas

The City of Richardson has been re-certified as a Platinum Scenic City by the Scenic City Certification Program of Scenic Texas—the highest level certification offered. Richardson previously received the Platinum Certification in 2014.

Richardson is one of only 12 Texas cities to earn the Platinum designation for demonstrating a commitment to incorporating enhanced development standards.

The Scenic City Certification Program is a project of Scenic Texas and its program partners, and is the first in the U.S. to incorporate a comprehensive set of model standards for design and development of public roadways and public spaces into one program. In granting the City of Richardson its Platinum Certification, Scenic Texas gave Richardson maximum points for the planting and upkeep of trees along roadways and in medians, for lighting standards for streetscapes and public spaces, and for being a billboard-less city. Since 1966, the Texas Municipal Library Directors Association has worked to promote the public library profession, to improve the methods of providing library service, and to maintain high standards of professional ethics. In 2015, only 41 public libraries of the 556 who applied earned the Achievement of Library Excellence Award. This year marks the 11th year the Richardson Public Library has won this award.

The Center for Digital Government (CDG) is a national research and advisory institute focused on information technology polices and best practices in state and local government. Each year, the CDG conducts the Digital Cities Survey which examines U.S. cities using innovative technologies to increase transparency, engagement and cybersecurity to their customers and citizens. In 2015, the City of Richardson was awarded third place over 300 government agencies and was the only Texas City to rank in the top 10 in the 75,000-124,999 category.

This was the thirty seventh year that the City has received this prestigious award. In order to be awarded a Certificate of Achievement, a municipality must publish an easily readable and efficiently organized Comprehensive Annual Financial Report. This report satisfied both generally accepted accounting principles and applicable legal requirements.

Recognizes organizational excellence in procurement by measuring innovation, professionalism, e-procurement, productivity, and leadership attributes of the procurement function. The Richardson Purchasing Department has received this award for the past 18 years and is one of only 44 agencies in Texas and one of only 65 cities in the United States and Canada to receive the award.

A Bicycle Friendly Community welcomes bicyclists by providing safe accommodations for bicycling and encouraging people to bike for transportation and recreation. Making bicycling safe and convenient are keys to improving public health, reducing traffic congestion, improving air quality and improving quality of life. In 2015, the City of Richardson earned the Bronze level of Bicycle Friendly Community, one of only seven communities in the state of Texas and the first in North Texas.

Since 2003, the Center of Development Excellence has invited local developers, builders, designers, cities, counties, special districts, media organizations/individuals and others based in the 16-county North Central Texas region to submit applications for the biennial CLIDE Awards Program. During each cycle, a distinguished panel of experts reviews all eligible applications and selects those that meet the highest standards as CLIDE Award recipients. In 2015, the City of Richardson received recognition for the Spring Creek Nature Area Expansion in the Special Development category.

The City of Richardson earned the 2015 Celebrating Leadership in Development Excellence (CLIDE) Award from the North Central Texas Council of Governments (NCTCOG) for its innovative and forward-thinking Spring Creek Nature Area expansion acquisition. The acquisition, completed in early 2015, was recognized in the awards program’s Special Development category, which acknowledges projects that exemplify one or two of the key principles of development excellence, and which are outstanding in their promotion of selected principles.

The GFOA established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOAs best practices on budgeting and then to recognize individual governments that succeed in achieving that goal. This year marks the 17th such award for the City's budget.

For the sixth year in a row, both the Moody’s and Standard and Poor’s credit rating agencies have reaffirmed Richardson’s “Triple A” status, the highest possible rating available for credit worthiness. Richardson has held AAA status from Standard and Poor’s for eight years now, and this is the sixth year in a row the City has received an Aaa rating from Moody’s.

Development Services received the Certificate of Achievement for Planning Excellence from the Texas Chapter of the American Planning Association. The award “recognizes a commitment to professional planning by City Administration, Elected and Appointed Officials, and exemplary professional standards demonstrated by the Planning Staff.” Development Services was also recognized for increasing awareness of professional planning, enhancing neighborhood and citizen recognition of planning efforts, encouraging the funding of professional training for staff, and aiding in economic development and community image. The department has received this award annually since 2006.

The City of Richardson earned a Platinum Scenic City Certification from Scenic Texas - the highest level certification offered. When the certification was received, Richardson was one of eight Texas cities to earn the Platinum designation for demonstrating a commitment to incorporating enhanced development standards. The scoring was based on 70 possible criteria including percentage of park and open space, strong litter enforcement laws, street lighting standards, parking lot landscaping and utility line management.

The City’s State of the City Address, which is broadcast live on both the City’s cable channel and on the internet, was presented the Silver Circle Award by 3CMA, a national organization for government communications and marketing. The annual event features not only a live address by the mayor, but also packaged video pieces created by Citizens Information Television.

The Richardson Fire Department officially received its Class 1 ISO rating effective March 1, 2014. The Insurance Services Office (ISO) is a leading supplier of statistical, underwriting and actuarial information for the property/casualty insurance industry. The ISO rating is used to measure the quality and effectiveness of fire protection in a community. Additionally, it allows residential and commercial property owners the opportunity to obtain the best possible insurance rates.
