The City Plan Commission (CPC) consists of Richardson residents appointed by the City Council to make recommendations regarding land use, public improvements, planning and zoning, and thoroughfare improvements. The CPC also reviews development plans and certain variance requests.
There are seven members and two alternates on the Commission. Only seven members vote on an issue, although all members participate in discussions and deliberations. In case of the absence of a regular member, a designated alternate will vote on the issue.
CPC meetings are generally held the first and third Tuesdays of each month at 7:00 p.m.
City Plan Commission Public Hearings
CPC agenda items are either administrative in nature (public testimony is normally not taken) or require a public hearing. Each public hearing is preceded by a staff introduction to the request. The applicant and those in favor are then permitted 15 minutes to make a presentation to the CPC. Any portion of this time may be reserved for a final rebuttal. Time spent in answering questions asked by the CPC is not counted against the applicant. Those wishing to speak in opposition to the request will also be given 15 minutes to address the CPC. If there are organized groups in attendance, representatives should be selected as spokespersons to present the group’s position. After a brief rebuttal by the applicant, the hearing will be closed and no further testimony will be permitted. Discussion of the issue will follow and a either a recommendation (in the case of zoning cases and variance requests) or final decision (in the case of most development plans) will be made.

- Public hearing notices are posted online and at City Hall following mailing of the notice.
- The Meeting Agenda and Agenda Packets are posted on the website the Friday before the CPC meeting date.
- Actions Taken will be posted online within two days of the CPC meeting date.
- Approved Minutes are posted on the website within two days of the meeting at which they are approved by the City Plan Commission.
