Pam Kirkland | Purchasing Manager

Pam Kirkland began her career with the City of Richardson in December 1985 as Senior Buyer. In November 1994, she was promoted to Assistant Purchasing Manager and in November 1996 she was promoted to Purchasing Manager. Ms. Kirkland manages the operation of the Purchasing Department and the City Receptionist. 

Prior to her service with the City of Richardson, Ms. Kirkland was Senior Buyer for the University of Texas at Dallas. Ms. Kirkland received the Certified Professional Public Buyer (CPPB) certification in November of 1994, and the Certified Public Purchasing Officer (CPPO) Certification in October 1998. She is past President of the Public Purchasing Association of North Central Texas, the Texas Purchasing Management Association and the National Procurement Institute and served on the boards of the North Central Texas Regional Certification Agency, Texas Municipal League, the Collin County Governmental Purchasers Forum and is a graduate of Leadership Richardson, Class XX.

Bill Martin | Assistant Purchasing Manager

Prior to joining the City of Richardson in March 2005, Bill served in numerous purchasing positions with the DFW Airport Board. Mr. Martin received the Certified Purchasing Manager (C.P.M.) designation in 1998 and served as President of the National Procurement Institute in 1998-99. Mr. Martin is also active in the Institute of Supply Management and the Public Purchasing Association of North Central Texas.

Bill assists with supervision of the Purchasing staff, and, the City Receptionist and he is responsible for capital equipment, police and fire equipment, fuels, computers, and furniture purchases.
