Mayor Signs Declaration of a Local State of Disaster
Richardson Mayor Bob Dubey signed a declaration of Local State of Disaster on Wednesday, May 29, due to damage sustained from a region-wide storm system that caused widespread destruction in Richardson and North Texas early Tuesday morning, May 28. The local disaster declaration will help the community better respond to recovery needs, including creating a process to clean up the significant debris left behind by the storm.
Storm Debris Collection Plan:
DEBRIS SEPARATION OF TRASH / RECYCLING CRITICAL FOR TIMELY REMOVAL
Clean storm-related vegetative debris should be placed separately from construction/demolition debris and other materials such as appliances.
TO HELP WITH THE PROCESS:

PLEASE DO, place storm-related vegetative debris on the street Right-Of-Way (ROW), not by the alley (see graphic).

PLEASE DO, keep all vehicles at least 20 feet away from storm-related vegetative debris piles between 7 a.m. and 8 p.m. to allow for passage of oversized trailers to remove material,

PLEASE DO, place debris just behind the curb, outside of travel lanes, away from drainage ditches, and away from obstacles such as mailboxes, fire hydrants and water/gas meters,

PLEASE DO, keep storm-related vegetative debris separate from household garbage.
PLEASE ALSO:

DO NOT, have paid contractors place construction debris, or other items, in public ROW;

DO NOT, place storm-related vegetative debris in alleys,
-
DO NOT, comingle household garbage with storm-related vegetative debris
How to Separate Storm-Related Vegetative Debris, Trash, Recycling, and Other Materials:
Household Garbage: Bagged trash, discarded food, packaging, and papers. All garbage should be placed in the alley, or at your normal collection point.
- Storm-Related Vegetative Debris: Trees, branches, logs.
- White Goods/Appliances/Electronics: Refrigerators, dryers, washers, freezers, AC units, stoves, water heaters and dishwashers, TVs, computers, radios, stereos, gaming systems (Xbox/Playstations), telephones.
- C & D: Construction debris, building materials, drywall, lumber, carpet, furniture, mattresses, plumbing materials.
NO COMMERCIAL DEBRIS OR HAZARDOUS WASTE WILL BE REMOVED BY THE CITY.
What is Storm-Related Vegetative Debris?
Storm-Related Vegetative debris is dead or decaying plant material left behind from wind-damaged trees/plants and does not include regular yard waste. Storm-related vegetative debris can include things like:
- Branches
- Twigs
- Stumps
- Trees
- Shrubs
- Etc.

Report Storm Damage:
Emergency officials urge everyone to report storm damage, even minor issues. This information is crucial for assessing the full extent of the damage in Richardson and the surrounding area. You can report damage online through the Texas Department of Emergency Management: Texas Department of Emergency Management Storm Damage Form.
Additional Information:
The Warning Sirens can be Activated When:
- The National Weather Service issues a Richardson area Tornado Warning or Severe Thunderstorm Warning with destructive winds at or above 70 mph
- Trained storm spotters have reported a tornado with the potential to affect the City of Richardson
- Hail of 1.75 inches (golf ball size) in diameter is imminent
- Deemed necessary by City of Richardson officials (i.e. in the event of any emergency when officials need to get citizens to move indoors for their safety)
Resident actions if you hear the sirens when a test is not scheduled:
- Seek shelter indoors and turn on local media (local broadcast channels, radio)
- Follow directions from local officials including information provided by the National Weather Service
- Only call 9-1-1 in case of an actual emergency
