Bill Hall will present his unusual art-making process using lightweight cement, oils and pigments at the monthly meeting of the Richardson Civic Art Society on Tuesday, Oct. 15 at 6:30 p.m. Hall has been a cutting-edge artist working in the Dallas area since his first one-man show in 1972.
