Project Updates:

• The City of Richardson has awarded a contract to DDM Construction to reconstruct Custer Parkway from Campbell Rd to SH-190.  Construction is being performed in three segments, with the waterline, sanitary sewer, and storm drain installations taking place first, followed by pavement replacements.  Segment 1 is from Campbell Road to Canyon Creek Drive; Segment 2 is from Canyon Creek Drive to Lookout Drive and Segment 3 is from Lookout Drive to Renner Road.  

• Construction on Segment 1 will begin Nov. 11, or shortly thereafter, and construction on Segment 2 will begin on or after Nov. 18.

• To allow for enough construction space for the waterline installation, all traffic will be shifted to the southbound lanes (the west side of the roadway) with one lane open in each direction from Campbell to the railroad crossing. Traffic will be shifted to the northbound lanes (the east side of the roadway) from the railroad crossing to Lookout Drive. Additionally, the bike lanes will be closed and on-street parking will be prohibited within the two segments under construction.  

• Trash and recyclable service will continue along the alley and should not be impacted. We will notify you when alley closures are expected.

Project Description:

This project is partially funded by the 2021 Bond Program and will help improve the existing road and utility infrastructure along Custer Parkway from Campbell to SH190.

Proposed Typical Section:

The proposed typical road section will match the existing typical section and will include on-street parking, striped bike lanes and one travel lane in each direction.

Project Schedule:

This project is expected to start construction in Fall 2024 and is projected to take 2 years to complete, weather permitting. This schedule is also highly dependent on franchise utility coordination and it is not unusual for that effort to delay a project.

Landscape Impacts:

The project corridor has some existing landscape and has a great aesthetic feel created by trees and median landscape. We are committed to preserving as much of the existing landscape as we can by utilizing enhanced construction methods to help reduce the risk of removal. These enhanced methods will cause construction time to increase as it does slow down the contractor’s production rate and it does increase the costs, but we think it is worth it to preserve the aesthetic feel. Some of the strategies we will employ are:

• Consideration of utility trenches with regards to existing trees. Where practical we have shifted utilities to minimize impact.

• Include contract specifications that the contractor must adhere to including root pruning, tree protection around base of tree, and canopy pruning prior to construction to minimize damage from tall equipment.

• Allow for alternative construction methods when in close proximity to trees including pipe bursting and reduced excavation behind back of curb.

However, we know we will not be able to save every tree and landscape area. Should landscape and trees have to be removed, the following remediation efforts will be taken:

• If in parkway (area between curb and sidewalk) the homeowner will be contacted by the City and worked with to provide compensation for them to replace the tree in an alternative location on their property.

• If in median, the City will replace the tree from an approved species list that is being developed.

• The City is committed to planting additional trees nearby in Custer and Canyon Creek Parks.
