Building on the Market Analysis and Vision Study accepted by City Council in January 2013 (Phase 1) and the Richardson 2009 Comprehensive Plan recommendations, the second phase of the Main Street/Central Expressway Enhancement/Redevelopment Strategy was the first rezoning initiative to implement the Vision Study recommendations. During 2014, the rezoning initiative focused on four sub-districts centrally located within the Corridor area—Central Place, Main Street, Interurban, and Chinatown.

These four sub-districts represent approximately 255 acres (inclusive of street rights-of-way) out of the larger 415-acre Corridor area. The rezoning initiative consisted of creating new comprehensive development regulations for each of the four sub-districts. The Market Analysis and Vision Study provided the visions for each of the sub-districts, and zoning is the regulatory tool for assisting with implementing the visions. 

The PD Planned Development Main Street/Central Expressway Form Based Code was adopted by City Council in January 2015 (since superseded by the expanded and revised code adopted during Phase 3 of the project).

Below is additional information regarding each of the four sub-districts, including profile sheets that explain the vision for the respective sub-district.

Main Street

  • Properties bordering Belt Line Road/Main Street, between the DART rail corridor on the west and Abrams Road on the east. Phillips Street forms the southern boundary of the study area and the AT&T switching facility is the northern boundary.

Central Place

  • East of Central Expressway: Properties along the northbound frontage road of Central Expressway, from Phillips Street to Greer Street. The study boundaries extend to the DART rail line on the east.
  • West of Central Expressway: Properties along the southbound frontage road of Central Expressway south of First United Methodist Church Richardson, excluding the Rustic Circle neighborhood, and extending south to, and including the Richardson Heights Shopping Center.

Interurban

  • Properties between Central Expressway on the west and DART's rail line on the east. Greer Street forms the southern boundary of the area with Rayflex Drive and Arapaho Road forming the northern boundaries.

Chinatown

  • Properties between the DART rail corridor on the west and LaSalle Drive on the east. The AT&T switching facility (west of Greenville Avenue) and the property north of the Public Safety Complex (east of Greenville Avenue) are the southern boundaries with Apollo Road the northern boundary.

Consultant Team

The City of Richardson selected a team led by Jacobs to carry out the second phase of the Main Street/Central Expressway project. This team worked with the City of Richardson and the Richardson community to create the vision study during Phase 1 of the project.
