Public & Semi-public Swimming Pool Inspections

The Health Department conducts inspections of public and semi-public swimming pools and spas.

An application for a pool permit must be submitted by all properties with public or semi- public pools.

Permit Fees:

  • $250.00 for each swimming pool, spa, splash pad

Pool Reinspection Fee after closure for public safety or health reasons: 

  • $50 for each swimming pool, spa, splash pad


***Effective February 12, 2024, the City of Richardson has officially adopted the Texas Department of State Health Services Rules and Regulations for public pools, semi-public pools, and spas, public interactive water features and fountains (splash pads), and artificial swimming lagoons.

Outdoor pools are inspected regularly throughout the swimming season. Indoor pools are inspected periodically year-round. Inspections focus on all aspects of pools/spa operations including:

  • maintenance
  • construction
  • water clarity
  • chemical balance
  • fencing, filtration
  • safety equipment; and
  • warning signs 

Pools & spas MUST be maintained under the supervision & direction of a PROPERLY TRAINED & CERTIFIED OPERATOR. The trained and certified operator’s name and contact information must be made available onsite.
