Welcome to Richardson’s Parks, Recreation and Open Space Master Plan Home Base. This Master Plan update provides an opportunity for Richardson residents and key stakeholders to help shape the future of our city’s great Parks and Recreation system. This plan will serve as an update to the current Parks, Recreation, and Open Space Master Plan . The goal is to develop a Master Plan that creatively addresses short-term and long-term needs, with clear strategies that will help guide development decisions over the next 5-10 years and keep our park system as one of the best in North Texas.

What is a Master Plan?

A Master Plan is a working document that is developed with important community input and has two primary purposes: 1) The plan is used by City staff to guide the development and re-development of parks and recreation resources, as well as public and private open space, into the future; 2) The plan also serves as the primary framework for prioritizing future development projects and programming based on funding opportunities and conditions. One of the most important components of this planning process is community input. Richardson needs to know what you think about the current system and what you’d like to see developed in the future. This process will involve a citizen survey and future opportunities to attend public input meetings. View the Master Plan Interactive Story Map.

What is the Master Plan Purpose?

An updated Master Plan is required to qualify for grant funding opportunities, particularly through organizations like the Texas Parks and Wildlife Department. An adopted Master Plan is also required for Dallas and Collin County grant funding opportunities. The plan will serve as a roadmap to guide future priorities for the Parks and Recreation Department and will also be used in the formation of the City’s Comprehensive Plan.

Why Plan Now?

A complete re-write of the Master Plan is conducted every ten years with an interim update conducted every five-years. The last five-year update was adopted by Richardson’s City Council in 2017. In 2023 a complete update of the Master Plan was adopted. Richardson is a growing and changing community. In order to keep up with community growth, new development, redevelopment, and shifting demographic trends, updating the Master Plan is essential to ensure that these facilities meet the needs of the community today and into the future. This plan was developed in conjunction with the Active Transportation Master Plan.
