The City of Richardson’s goal is to work constructively with all property owners to ensure that water conservation needs for the city and region are met.

In an effort to educate the community about our water conservation efforts, City workers will make personal contact with residents who improperly use water. Please note that Richardson will never cite a first time violation of the water conservation ordinance. Richardson strives to work with residents to prevent the issuance of citations.

The following outlines the notification process for water ordinance violations:

  • For a first violation of any provision of this article, the city shall notify the resident of the violation by leaving a notice at the property as well as mailing additional information about the violation and water conservation efforts to the property.
  • Subsequent violations of water provisions may be cited by the city. All cited violations may be subject to a fine not to exceed $2,000.
  • The City's current, five-tier level conservation rate structure is in effect year around to encourage ongoing water conservation. Additional rate surcharges may be established when it is required to meet the reduction goals.
