The Bicycle and Pedestrian Advisory Committee (BPAC) provides recommendations on bicycle and pedestrian plans, policies, programs and projects to achieve the goals of the City’s Active Transportation Plan (ATP). The City adopted an Active Transportation Plan in February 2023 with the objective of creating a visionary 10-year plan that connects all active transportation elements – bicycles, pedestrian, transit and micromobility – to leverage existing infrastructure and capitalize on future transportation projects to create a network that is more accessible and usable by all ages and abilities in Richardson.
ROLE OF THE COMMITTEE:
- Serve as a check for decisions regarding bicycles and pedestrians.
- Receive presentations and opportunities for input to agency staff on major projects (e.g. ATP and Complete Streets Policies).
- Provide constructive guidance on bicycle and pedestrian issues.
- Opportunity for residents to voice their input and receive a response.
BPAC MEMBERSHIP:
- Committee appointed by City Council.
- Five resident members.
- One representative from the Richardson Police Department.
- One representative from the Transportation & Mobility Department.
- Two-year terms with a limit of four consecutive term.
MEMBERSHIP ELIGIBILITY:
- Must be a qualified voter.
- Must have been a resident of Texas for at least one year.
- Must be a Richardson resident for at least six months immediately prior to the date of appointment.
- Must hold no elected public office.
- Must not be in arrears in taxes or other liability due the City of Richardson.
MEETING FREQUENCY:
- The committee is expected to meet on a bi-monthly basis (every two months).
