What is a Charter?

The City of Richardson’s Charter is a document that establishes the city’s government structure and provides for the distribution of powers and duties among the various branches of government. A charter and all amendments must be approved by a majority of voters in an election. Richardson voters first established the City’s charter in 1956 and it has been modified four times since then, most recently in 2015. Richardson’s Charter requires that the City Council appoint a commission at least once every 10 years to review the Charter and recommend any changes it deems necessary. The City Council then decides on whether to call an election.
