The City of Richardson hosted its annual State of the City Address January 31, showcasing its accomplishments in 2023 and emphasizing Richardson's distinction as an outlier among communities both regionally and nationally. The address also outlined the City's strategic priorities for 2024, with a notable focus on the ongoing design and development of a new Municipal Center Campus, encompassing the current library renovation. This initiative aims to create additional avenues for citizen engagement in shaping Richardson's future growth and policies.

The Richardson City Council presented the report during a free, open-to-the-public, in-person event at the Charles W. Eisemann Center for Performing Arts and Corporate Presentations in Richardson. The event was also accessible for live viewing virtually.

The State of the City underscored the City's enduring commitment to community improvements, superior services, and its dedication to fostering innovation, solidifying Richardson's status as a premier destination for residents, businesses, and nonprofit organizations.

Key achievements in 2023 include:

  • The formulation and approval of the Statement of Goals, outlining the City's future direction, with a focus on transparent resource management, community desirability, streamlined processes, and a well-trained and innovative workforce.
  • Adoption of 13 specific strategies to realize the Statement of Goals.
  • Advancements in the design of a new City Hall, part of the Municipal Center Campus, which includes the ongoing renovation of the City library.
  • Ongoing updates to "Envision Richardson," the City's Comprehensive Plan, involving community engagement to shape future land use, infrastructure, parks, recreation, and economic development.

Looking forward to 2024, priorities include the continuation of the library renovation and Municipal Center Campus development, progress on the new Comprehensive Plan, and the establishment of three new Council advisory groups. These groups are the Community Inclusion and Engagement Commission, the Bicycle Pedestrian Advisory Commission, and the Charter Review Commission. Additionally, the Richardson Mayor's Summer Internship program will be expanded to offer students more real-world connections for workforce preparation.

In addition to the above highlights, the State of the City detailed achievements in six focus areas that highlight Richardson as an "outlier":

  • Municipal Budget (2023-24): Investments in infrastructure, public safety, and employee retention and recruitment.

  • Education: Exceptional access to educational resources and programs.

  • Economic Development: Driving innovation in technology and development.

  • Community Amenities: Fostering a rich cultural destination.
  • Infrastructure: Investing for long-term quality of life.

  • Health and Safety: Promoting well-being and providing security.


These accomplishments reflect Richardson's commitment to progress and improvement across various aspects of city life.
