Bill Alsup was appointed Interim Assistant City Manager effective July 1, 2022. In this position, he supervises Public Services, Health, Building Inspection and the Library, as well as facility maintenance.
Prior to serving in the City Manager’s Office he was the Director of Health, a position he assumed in October 2009. The Health Department is responsible for protecting the public health and natural resources within the City, and has four divisions that provide an array of services including food safety, water quality in creeks and streams, vector borne virus mitigation, industrial wastewater compliance, and animal services.
Alsup joined the Health Department in 1996 as an Environmental Health Specialist and worked in increasingly responsible roles before being named Director.
Alsup received his Master of Public Administration from the University of North Texas and his Bachelor of Science from Texas A&M University. He was inducted into the academic honor societies Pi Alpha Alpha and Phi Kappa Phi in 1999.
He is a member and past president of the Texas Environmental Health Association, has served the organization as environmental chair of the Dallas County Public Health Advisory Committee and is a registered sanitarian in the State of Texas. Alsup is currently the president of the Texas Association of Municipal Health Officers and is a member of the Texas Public Health Association and the International City/County Management Association. He is a past president of the Richardson Kiwanis Club and is the current president of the Richardson East Rotary Club. Alsup received the Chairman’s Award from the Network of Community Ministries in 2011. He is a graduate of Leadership Class XXIV.
