Kent Pfeil was named the City of Richardson’s Chief Operating Officer (COO) in October 2024 after having served as Chief Financial Officer since June 2015. As COO, Pfeil is responsible for overseeing three Assistant City Managers as well as five departments: Finance, Human Resources, Information Technology, Facilities and Fleet, and Golf.
Pfeil began working for Richardson in 1998 when he was hired as the Treasurer and Revenue Manager and was promoted to the Assistant Director of Finance in 2000 and Director of Finance in 2006. Before his service to the City of Richardson, Pfeil worked for the City of McKinney as Accounting Supervisor and then as Assistant Director of Finance. He also served as an administrative assistant in Finance/Treasury for the City of Denton.
Pfeil received a Master of Public Administration from the University of North Texas and his Bachelor’s in Business Administration from Northwestern College in Orange City, Iowa. He is a Certified Governmental Finance Officer.
He is a member of the Texas City Manager’s Association, International City/County Management Association, North Texas City Manager’s Association, Government Treasurers’ Organization of Texas (GTOT) and Government Finance Officers Association of the United States and Canada (GFOA). As a member of the Government Finance Officers Association of Texas (GFOAT), he served as president, president-elect, treasurer, north representative and as chair of the newsletter committee. Pfeil has also served as a board member of the Texas Municipal League and is a graduate of Leadership Richardson Class XVI.
