    The City’s Office of Emergency Management (OEM) will conduct a three-minute test of its Outdoor Warning System at noon today, Feb. 3. OEM conducts a 30-second test of the Outdoor Warning System the first Wednesday of each month, with a full three-minute test at least once per year.
